ABOUT KSC & STORMWATER

Kenneth Curry, the Founder and President of KSC Consulting LLC, has deep roots in Philadelphia, where he was born and raised. His professional journey began in 1985 when he joined Cardone Industries as the Director of Facilities, overseeing 13 commercial properties spanning 112 acres and employing over 4,000 people.

​

In 2009, Ken encountered a significant challenge when the Philadelphia Water Department (PWD) introduced a new method for calculating stormwater charges, shifting from a water meter-based approach to one based on the square footage of properties. This change threatened to increase Cardone’s costs by $410,000 annually. In response to widespread concerns from property owners and businesses, PWD agreed to phase in the new charges over four years, implementing a 25% annual increase. However, this solution was far from ideal.

Through meticulous research, Ken discovered the Customer Assistance Program (CAP), an underpublicized initiative that PWD offered to help mitigate the financial impact. This program limited the stormwater charge increase to 10% per year, providing some relief to those who were persistent in seeking solutions. However, enrollment in this program ended in September 2013.

​

In February 2011, Ken represented Cardone at a public hearing at City Hall, where he testified before Philadelphia Councilmembers about the detrimental effects of the excessive stormwater charges on Cardone’s ability to remain competitive in the face of lower-cost foreign competition. Determined to address the issue, Ken and his team worked closely with PWD to secure a $3.2 million grant to install the largest stormwater management system on a private property in Philadelphia. This system, implemented on Cardone’s largest 67-acre site, enabled the company to earn nearly 100% credits against the new stormwater charges.

After retiring from Cardone in 2013, Ken was approached by a startup to serve as its Chief Operating Officer. This company focused on securing grants from PWD to design and install stormwater management systems on commercial properties. Ken, passionate about helping others navigate the same challenges he had faced, dedicated himself to this role. Between 2013 and 2021, Ken and his team secured $60 million in grants and installed stormwater management systems on more than 50 commercial properties in Philadelphia, saving property owners millions of dollars.

In 2021, Ken founded KSC Consulting LLC, bringing with him over 12 years of specialized experience in Philadelphia’s stormwater management arena. His expertise spans the full spectrum, from understanding the burdens faced by property owners to engineering, building, and maintaining stormwater management systems, all while securing significant cost-saving credits.

​
